Integrated Solutions Consulting (ISC) has provided programmatic and technical support to all levels of government for the implementation of the Department of Homeland Security Appropriations Act, 2007, Public Law 109.295.

This initiative directs the Federal Emergency Management Agency (FEMA) to implement programmatic improvements to the Public Assistance (PA) Program, to include assistance in the development and delivery of debris management plan training and technical assistance to state, local, and tribal governments and private non-profits. This initiative provides an incentive-based pilot program to raise the awareness, capability, and capacity of local, state, and tribal governments to manage disaster and catastrophic events.

PROVEN SOLUTIONS

Program Management and Support:

ISC provides nationwide technical support to state, local, and tribal governments in the development and implementation of various programs designed to fulfill the statutory requirements of Public Law 109.295.

Comprehensive Emergency Preparedness and Planning Development:

ISC provides guidance to state, local, and tribal governments in the development of debris management plans that are consistent with other emergency management operational plans, compliant with the programmatic requirements outlined by FEMA, and ability to be operationalized following a catastrophic event.

Risk, Vulnerability, and Capability Assessment:

Understanding a community’s vulnerability and capability to manage operations is a critical component of a successful debris management plan. ISC leverages its experience by developing hazard risk and vulnerability assessments that expand and enhance operational specific plans, such as debris management operations.

Education, Training, and Exercise Program Development:

ISC provides instructor-level support services to ensure proper delivery of training for the development of local and state debris management plans and the programmatic improvements outlined by Public Law 109.295.

Hazard Mitigation & Disaster Recovery Support:

ISC provided technical support to Public Law 109.295, assisting in the improvement of the procedures and protocols of delivering disaster assistance. ISC enables local, state, and tribal governments to elevate the capability and capacity to manage disaster and catastrophic response & recovery operations.

Committee and Workgroup Governance Development:

Establishing governance with local governments, regional authorities, and county/state agencies for debris operations prior to an event is of critical operational importance. ISC brought agencies to the table to solve debris management and disaster recovery challenges

Grant Management and Procurement Support:

Debris management plans should establish the processes and procedures for contracting debris management services that adhere to State and Local procurement laws, as well as the programmatic requirements of the Public Assistance program. ISC is able to leverage its extensive knowledge to develop debris management plans that are operational and that address the administrative requirements of grant funding.

ISC was selected for this project because of our reputation of providing exceptional level of client-focused service and our expertise in the development of plans, procedures, and policies for debris management operations.

ISC assisted FEMA in the development and delivery of an incentive-based pilot program to proactively develop procedures and policies for debris management operations. ISC provided nation-wide training and consultation support in the implementation of the Public Assistance Pilot Program and development of state and local debris management plans.

Various State-level Governments

ISC facilitated a debris management training forum of New England state emergency management directors and key federal and state stakeholders. This forum was one of the first efforts to fulfill the requirements of Public Law 109.295 and provided a constructive environment for division leaders to share the challenges and possible solutions with large-scale debris operations.

Various Local Governments

In close coordination with FEMA Headquarters, ISC provided technical support to local governments in the development of debris management plans for numerous catastrophic and disaster scenarios including flooding, tornados, hurricanes, and terrorist attacks.
