General Services Administration Mission Oriented Business Integrated Services (MOBIS)

The Mission Oriented Business Integrated Services (MOBIS) schedule is a procurement vehicle administered by the General Services Administration (GSA) for use by all federal government agencies for simple access to pre-approved and certified contractors for work at any location throughout the world. ISC's MOBIS contract provides a full range of services and products for consulting, facilitation, surveys, training, support products and program/project management.

GSA MOBIS Schedule is an expedited procurement vehicle available to federal agencies and other organizations for obtaining services and products from pre-qualified vendors. GSA has completed the federally mandated contracting requirements and enable compliance with federal procurement regulations as well as environmental and socioeconomic requirements, providing a simplified process for obtaining commercial supplies and services.

GSA has improved efforts to make buying commercial services easier for Federal customers by awarding GSA Schedule Contracts. Under the Federal Supply Schedule Program, GSA enters into government-wide contracts with commercial firms to provide products and services, at stated prices, for given periods of time.

GSA Disaster Recovery Purchasing Program

Program Management and Support:

ISC has been authorized by the GSA to provide products and services following a major disaster, act of terrorism, or nuclear, biological, chemical, or radiological attack. Under the Disaster Recovery Purchasing Program, state and local government entities may purchase a variety of products and services from contracts awarded under MOBIS.

State and local government entities may use GSA Schedule contracts to purchase products and services in advance of a major disaster declared by the president, as well as in the aftermath of an emergency event. State and local government entities are responsible for ensuring that the products or services purchased are to be used to facilitate recovery.

State and Local Government Access

State and local governments can use GSA Federal Supply Schedules contracts under the authorities of the Cooperative Purchasing Program, the Disaster Recovery Purchasing Program, and the 1122 Counter-drug Program.  Note: only those products and services offered under the Disaster Recovery and Cooperative Purchasing programs are available online for purchase.

Who is eligible to purchase products and services on GSA Advantage offered under the Disaster Recovery and Cooperative Purchasing Programs?

Eligible State and Local governments include: States, counties, municipalities, cities, towns, townships, tribal governments, public authorities, school districts, colleges and other institutions of higher education, council of governments, regional or interstate government entities, or any agency or instrumentality of the preceding entities, and including legislative and judicial departments. The term does not include contractors of, or grantees of, State or local governments.
